EMI chairs Urban Risk Working Group in DIPECHO-NDCC consultative workshop

EMI recently attended the DIPECHO-NDCC National Consultative Workshop held at Hotel Intercontinental in Makati last September 10, 2009. The objective of the consultative workshop was to identify priority programs and possible actions that could fit in the DIPECHO programming for the 2010 Action Plan.

EMI was represented by Dr. Tabassam Raza and Mr. Marino Deocariza. In the workshop, EMI was tasked to facilitate the discussions of the Urban Risks Working Group, alongside the Department of Interior and Local Government (DILG) and Christian Aid. Dr. Raza presented a brief overview of Urban Risks to level of and jumpstart the discussion on urban risks. The working group was tasked to map the current situation, identify problems and gaps, identify target groups, propose solutions and improvements, identify implementing entity or level and propose coordination and partnerships options.The working group came up with the specific agreements corresponding to each activity of the assigned task.

The Working Group on Urban Risks assessed the current situation and noted Metro Manila's unplanned urbanization, limited assessment of resiliency of LGUs, and limited capacities in DRM education and awareness of LGUs and communities. On problems and gaps, the participants highlighted the difficulty in identifying hazard-prone areas, particularly in relation to earthquakes, floods and climate change-related hazards, and the lack of capacity of LGUs, communities, administrators of critical structures, urban planners and homeowners.

In view of these issues, the Working Group proposed the following solutions and improvements:
  • Diagnostic/ assessment tool of city resiliency to disasters
  • Community-based flood early warning system
  • REDAS roll-out (Rapid Earthquake Damage Assessment System) - multi-hazard and risk assessment tool.
  • Knowledge dissemination - homeowners, masons, carpenters, urban planners, engineers
  • Risk sensitive land use planning
  • IEC campaign/advocacy
  • Prepare/ and Improving contingency plans
  • Improve coordination and collaboration among different level of governance and development partners
The working group also identified focal persons among participating organizations, and proposed coordination and partnership options. The group was composed of DILG, PHIVOLCS, EMI, Christian Aid, World Bank, Philippine Disaster Reduction Network, Oxfam, and the Netherlands Embassy.
