EMI was invited to share its experiences in working with large cities at the Western Visayas Regional Planning Summit held last 26 March 2009 in Iloilo City, Philippines. The summit, with the theme“Weathering Uncertainties: Building a Resilient Region,” gathered leaders from the government, business sector, academe, and non-government organizations to identify and address sustainability and governance issues in the region.
Mr. Kristoffer Berse, Head of EMI's Knowledge Management Unit, presented EMI’s goal, programs and approaches in mainstreaming disaster risk reduction in urban governance and functions. In particular, he expounded on EMI’s analytical framework for urban DRM, the Disaster Risk Management Master Plan, and illustrated some actual DRM projects that have been developed and implemented over the years in other cities worldwide. He also offered some lessons and recommendations on urban disaster risk reduction (DRR) to guide local authorities in recognizing disaster risk management as one of the most salient development concerns of the region.
EMI’s inputs were deemed timely and relevant as the summit was called to assist the Metro Iloilo-Guimaras Economic Development Council amid disasters that devastated the region, specifically the flood wrought by Typhoon Frank in June 2008 and the MV Solar 1 oil spill tragedy in August 2006.
