Dr. Marqueza Reyes and Mr. MariñoDeocarizaconducted the third field investigation for the second phase of the Kathmandu Metropolitan City (KMC) Risk-Sensitive Land Use Planninglast February 28 to March 3, 2009 in Kathmandu, Nepal. The EMI team conducted a Project Working Committee (PWC) Workshop where KMC officials were taught of data collection and analysis techniques to enhance their capacities on how to complete and improve the draft KMC Sectoral Profile.

The validation and situational analysis workshop started with a presentation of the “road map” for completing the KMC Sectoral Profile. Mr. Deocariza stressed the importance of a sectoral profile as a basis for planning and decision making, city investment programming, business investment, and research. He also emphasized the need to collect and update data for each of the planning sector. Mr. BimalRijal, Chief of the Urban Development Department, revealed that KMC does not have a system for collecting and updating the data regularly. Instead, data were usually collected on a project basis.

“The KMC profile is not static, it is a living document,” said Dr. Reyes as she reiterated the importance of having the Sectoral Profile as the basis for all departmental planning. She encouraged KMC officials to put up a system for updating the data and engage various stakeholders in the process.
The workshop also gave the participants a chance to identify key sectoral issues, possible interventions and parties responsible to address such issues. Further, the PWC was tasked to continue and firm up the sectoral situational analysis of KMC.

The EMI Team will return for the next field investigation in May to conduct a visioning and objective- setting workshop.
