The component on Land Use Planning and Construction Codes and Standards (LUP-CCS) uses information on the vulnerabilities and disaster risk of Greater Mumbai to provide an additional dimension to the city’s development situation. By analyzing the interactions of settlements, economic activities, use of resources, and the conditions of the built and natural environment, the investigations being conducted by this component seek to identify and assess the nature and degree of the vulnerabilities and associated risk affecting Mumbai, and use these as a basis for reviewing development goals and integrating policies and programs aimed at reducing disaster risk into the development planning process. To date, the following activities have been conducted by the component:
- Creation of separate Focus Groups on Land Use Planning, Construction Codes and Standards, and Processing Development Permission
- Development of activity work plans for the LUP-CCS Focus Groups
- Collection and review of information on land use and urban development planning processes and context, approaches and tools in Mumbai, including an understanding of current laws and regulations, level of planning practice, as well as the role of different institutions in land use and urban development planning
- Review and analysis of vertical and horizontal planning linkages among planning-related agencies, ministries and adjacent cities
- Assessment of how land use plans/development plans can serve as a means of integrating development and disaster risk reduction (DRR) concerns
- Identification and assessment of plan implementation process for possible mainstreaming of DRR
