Various national, state and local agencies, NGOs, people’s orga­nizations, academic/research institutions, and international humanitarian and development agencies are involved in DRM in Greater Mumbai.  In order to develop a DRMMP for the city, it is essential that stakeholders identify the institutional roles of such organizations and the mech­anisms of inter-agency collaboration, as well as the pertinent laws that provide the basis for such functions.

The Legal and Institutional Arrangements (LIA) component employs a collaborative and participatory process, facilitated by the members of the LIA Focus Group, that involves the various institutions and stakeholders that have a stake in DRM in Greater Mumbai in order to gather relevant information that can be used identify the capacities and gaps and provide a legal and institutional framework for disaster risk reduction in the city.  Based on such information, the LIA component has produced the following outputs:

  1. Legal and Institutional Arrangements Report
    This document is intended to serve as a reference for national, state, and local government agencies, non-governmental and private organizations working in DRM.  It is divided into seven parts, namely: (1) Global and National Perspectives on DRM, (2) Legal, Institutional, Policy and Regulatory Framework for DRM, (3) DRM-related Institutional Systems and Structures, (4) Institutional Arrangements in Greater Mumbai, (5) Sectoral Institutional Arrangements, (6) DRM Institutional Linkages in Greater Mumbai, and (7) Identification and Analysis of Gaps, Conclusions and Recommendations.  The report can be used as a tool for identifying and strengthening key legislation and institutional systems on DRM, to better equip governing institutions like the MCGM in coping with disasters.

  2. City Profile
    This document provides a background on the geographical, environmental, institutional, social and economic context in which Greater Mumbai is situated, in order to help stakeholders understand the city’s unique characteristics which contribute to its strengths and vulnerabilities.  The City Profile can be used to identify key factors that contribute to Mumbai’s disaster risk and thereby provide inputs for the development of proactive DRR practices.
