The EMI Secretariat is joined by new staff members, beefing up its multi-disciplinary strength. Dr. Reynaldo Guioguio and Mr. Mariño Deocariza will primarily support the implementation of EMI's new project with DKKV-FAO as Project Coordinator and LUP Specialist, respectively. The DKKV-FAO project aimed at mainstreaming disaster risk reduction through land use planning and emergency management in Metro Manila and Kathmandu, as part of the 3cd Program.

Dr. Reynaldo Guioguio is a communication specialist with a Bachelor’s Degree in Journalism and Master’s Degree in Communication Research from the University of the Philippines in Quezon City, Philippines.  He completed his Ph.D in Communications from the University of Washington, Seattle, USA, majoring in International Communication and a Post Graduate Diploma in Communication Policy and Planning from the Institute of Social Studies, the Hague, Netherlands. He had more than 20 years of consultancy work experience in the areas of policy advocacy, public information campaigns, social mobilization and information networking for both the public and private sector not only in the Philippines but in other Asian countries with international organizations such as ILO, FAO, UNFPA, WHO, UNDP and the Association of Southeast Asian Nations (ASEAN) Secretariat based in Jakarta, Indonesia where he was Research Associate for HIV and AIDS.

Mariño Deocariza is an urban planner and geographer, and currently holds a faculty post as Assistant Professor at the Department of Geography at the University of the Philippines in Diliman.  He has been involved in several town planning projects including the preparation of the Comprehensive Development Plan and Comprehensive Land Use Plan of the municipalities of Plaridel, Bulacan and Manaoag, Pangasinan. His research work as a university faculty focuses mainly on contemporary socio-physical issues faced by cities and city dwellers which include issues such as urban housing inequalities, socio-spatial segregation, urban deprivation, and approaches to urban development. He earned his bachelor’s degree in Geography and master’s degree in Urban Planning from the University of the Philippines in Diliman, Quezon City.
