Makati City and Kathmandu exchange notes on planning and emergency management

On 18-22 April 2008, Makati City and Kathmandu Metropolitan City engaged in a City-to-City (C2C) sharing experience to enhance their knowledge and expertise in the areas of urban redevelopment planning and emergency management. The C2C sharing activity was carried out under CityNet’s technical cooperation program, with the support of EMI and the National Society for Earthquake Technolog-Nepal (NSET).

The Makati team visited Nyabazar and Cha-Mati to observe the land pooling process and examine initial results. Land pooling, as a planning technique,  involves consolidating parcels of land from private individual landowners and re-plotting these parcels to establish a planned urban community complete with roads, drainage system, parks and open spaces, and community facilities. For its part, Makati City presented its experience in developing and updating a comprehensive land use plan, and managing emergencies during the C2C Sharing workshop. Many of the Kathmandu participants were interested in the implementation of Makati’s tax mapping and Floor Area Ratio system.

Overall, the sharing of knowledge and experience  was well received by the participants from both cities. Plans are currently in the pipeline for a Kathmandu Team to visit Metro Manila within the year, to sustain interest and strengthen cooperation between the two cities.
