Last 23 May 2008, at the National Computer Center in Diliman, Quezon City, Metro Manila, participants to the 2nd Natural Disaster Risk Management Program congregated for the Launching and Face-to-Face (F2F) Orientation of the Distance Learning Program. A total of 57 participants, representing 25 different organizations and institutions from all over the country, took part in the launching and orientation which walked them through the Moodle Platform which will be used for the delivery of the course.

Also introduced were the Course Support Team which will be headed by the Project Director Dr. Marqueza Reyes, and the Subject Matter Experts (SME) are Dr. Asteya Santiago and Dr. Marietta De Leon. Ms. Tara Ledesma will serve as the Project Manager, while Mr. Jerome Zayas will be the Assistant Project Manager, and Mr. Irwin Lopes will be the Course Administrator. Course  Facilitators include Mr. Nelson Doroy of the DILG, and Mr. Evan Anthony Arias of the Provincial Government of Guimaras, Ms. Nadia Pulmano, Mr. Kristoffer Berse, and Mr. Jerome Cruz all from EMI will also be facilitating the distance learning program.
