The Physical Risk Cluster of the Makati Risk-Sensitive Urban Redevelopment Planning Project convened on Wednesday, October 22, 2008, to set out action plans for conducting a comprehensive building inventory and structural assessment of buildings and other physical structures in Brgy. Rizal. This study seeks to generate and update location-specific information on buildings and vital lifelines within the selected high-risk zones.

Members of the Physical Risk Cluster agreed to carry out the following action plans:

• The City Building Official will review the database of building permits to check the range and availability of data needed for the physical risk assessment.
• Since many buildings in Brgy. Rizal have no building permits, trained engineers will be hired to do house-to-house inspection to monitor buildings without permits
• Remote sensing and aerial photos will likewise be used to complement and/or validate data from other sources
• Data on lifelines (e.g. water, sewage systems and communication lines) will be obtained from Manila Water and other private companies such as wireless communication service providers. Volume four (4) of Metro Manila Earthquake Impact Reduction Study will also provide relevant data on the topic.

The Physical Risk Cluster consists of representatives from the Philippine Institute of Volcanology and Seismology, Earthquakes and Megacities Initiative and officials from the City Government of Makati particularly the City engineer, city building official, and personnel from the Department of Engineering and Public Works.

Brgy. Rizal is chosen as the pilot site for the urban redevelopment planning project after having been identified as the barangay with the highest physical risks and potential for urban development in Makati City.
