Narrative Description of the Project:

The project entails the following: (1) the conduct of an assessment to determine the emergency preparedness of 199 selected hospitals in Luzon, with respect to their structural, non-structural, and functional capacities; (2) the identification of individual hospital’s gaps and remedial actions to be undertaken by hospital directors/administrators;  (3) provision of a listing of priority hospitals for upgrading due to structural deficiencies; (4) documentation of the hospitals’ initiatives and sound practices in disaster risk reduction (DRR); (5) evaluation of the usefulness of the existing Safe Hospitals Assessment Tool; and (6) development of a scoring system to monitor hospitals’ progress in emergency preparedness. The tasks to be undertaken in the context of the assessment include:

1. Development of the assessment design and plan, including methodologies for evaluation and analysis, and formulation and reproduction of related documentation such as field operations manuals and assessment forms to be used by the assessment teams;
2. Creation and training of multidisciplinary teams that will conduct the actual assessments;
3. Coordination with DOH, selected hospitals and among assessment team members regarding the schedule of preparatory activities and actual assessments;
4. Conduct of the actual assessments using the Safe Hospitals Assessment Tool;
5. Regular updating to DOH regarding the status of the project and preliminary assessment results;
6. Presentation of assessment results to DOH and relevant stakeholders;
7. Development of the project final report containing the assessment results and recommendations for future work.
