On September 16, 2009, EMI and representatives of the Kathmandu Metropolitan City (KMC) met with GTZ-Manila represented by Mr. Walter Saltzer, GTZ Program Director and Principal Adviser in the Philippines. EMI presented its risk reduction projects in Metro Manila, Kathmandu and other major cities in the world, while GTZ discussed its ongoing initiatives and assistance in the Philippines, particularly in the area of disaster risk management. The meeting proved to be interesting and informative as it provided a clear picture of the priority areas for action of both organizations.
The activity was also organized as part of the learning design for KMC officials who were in Manila from Sept. 16-20 under a city-to-city sharing program with Makati City. The KMC visit was made possible with support from the German Federal Foreign Office (FFO) through the German Disaster Reduction Committee (DKKV) in relation to EMI's risk-sensitive land use planning project in Kathmandu. |

Fifty-one action plans to reduce disaster risk in Brgy. Rizal, Makati City, Philippines were identified by local stakeholders who participated in the Planning Workshop of the Makati City Risk-Sensitive Urban Redevelopment Planning held last 16 September 2009 at the Audio-Visual Room of Brgy. Rizal Elementary School. Among those present in the planning workshop were barangay officials, zone leaders, non-governmental organizations, people’s organization, city government staff and officials, and EMI staff and consultants.
The Planning Workshop was organized to generate local perspectives and ideas on the actions that need to be incorporated in the long-term risk-sensitive redevelopment plan. This redevelopment plan will address the physical risk, gaps in emergency management capacities, and socio-economic vulnerability of Brgy. Rizal communities to earthquake hazards.
Through small group workshops, the participants provided initial ideas based on the risk analysis study conducted by the Project Implementation Team (PIT). These raw data were then documented, organized, and synthesized by the PIT into 51 action plans. They covered a wide range of DRM issues, from the retrofitting of structures, passing of city ordinances to declare selected streets as ‘no parking’ zones, to skills development and livelihood improvement, special training for the highly vulnerable segments of the population, and awareness-raising campaigns for the general public.
The PIT and the local stakeholders of Brgy. Rizal will meet again on 2 October to review the initial list of programs, projects, and activities. The risk–sensitive urban redevelopment plan will be finalized by December 2009. |

About a hundred stakeholders from different sectors participated in the Validation Workshop of the Makati Risk-Sensitive Urban Redevelopment Planning last 24 July 2009 at the Barangay Hall of Bel-Air in Makati City. Majority represented grassroots organizations in Barangay Rizal which include tricycle drivers/operators associations, church groups, senior citizens, youth groups, and women’s groups. They were joined by zone leaders, barangay and city officials, and EMI Project Implementation Team members (PIT). The Validation Workshop began with a role playing exercise which sought to infuse a better understanding of earthquake risk that local communities are faced with. The story plot was based on Earthquake Scenario No. 8 (magnitude 7.2) of the Metro Manila Earthquake Impact Reduction Study (MMEIRS). Ms. Lynn Melosantos of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) facilitated a small group workshop followed by a plenary reporting and discussions. Local stakeholders reported on key specific actions that they would undertake during and after the earthquake. They also highlighted the need for long-term risk reduction measures which were later on confirmed by members of the EMI PIT as they reported on the findings of the physical risk assessment, risk perception survey, and vulnerability and capacity assessment study. Through a small group exercise, the participants determined the weights to be assigned to specific validation criteria. The Validation Workshop culminated with the awarding of certificates to the EMI staff and consultant led by Chairman Hilario Lorico and Brgy. Coun. Myrna Ambos of Brgy Rizal.

The Land use team of EMI conducted the 4th field investigation for Kathmandu Metropolitan City (KMC) Risk-Sensitive Land Use Planning last 12-20 July 2009 at the National Society for Earthquake Technology (NSET) Conference Room in Lalitpur, Nepal. Ms. Marqueza Reyes (Team Leader), Mr. Marino Deocariza (Socio-economic planner), and Atty. Saviniano Perez (Consultant on Legal and Institutional Aspects) organized a series of workshops and consultations with members of the KMC Project Working Committee, NSET-Nepal, and KMC Department Heads to validate the Sectoral Profile and Situational Analysis of KMC, conduct a visioning workshop with stakeholders and formulate goals and objectives of the risk sensitive land use planning. The team also met KMC’s local coordinator, Mr. Raijan Chitrakkar, who was recently hired for the position to coordinate the day-to-day operations of the planning project with members of the Project Implementation Team and KMC Project Working Committee.
On July 15, the draft KMC Sectoral Profile was presented to the workshop participants and in a discussion that followed, they provided inputs to the five sectors covered by the Sectoral Profile which include physical environment, land use, population and social, economic, and disaster risk. On June 16, the stakeholders updated KMC’s Vision Statement and conducted sectoral problem tree analysis and objective tree analysis to identify the problems and objectives that will be pursued in the planning project. The participants raised the issue on whether they have the mandate to update KMC vision and it was agreed that the updated Vision is limited to serving the purpose of the planning project and not for the entire city. The next planning activity is a joint undertaking with the City Government of Makati in the Philippines focusing on the development of spatial strategies. This said activity is tentatively set on 6-12 September 2009 in Makati City, Philippines.

EMI presented the preliminary results of its site analysis to local stakeholders at a validation workshop held in Makati City Hall on May 19, 2009. The findings were based on a series of surveys that EMI has conducted from January to May 2009, covering the first half of the FFO project’s 2nd Phase. EMI reported that majority of the surveyed structures in Bgy. Rizal (86% of 1,150 buildings) did not have plan and building irregularities or other forms of structural distress such as soft/weak storey, out of plane offsets, possible pounding effect, etc. A transportation network study also noted the community’s lack of sidewalk space, well-paved albeit narrow surfaces, inadequate road signage, presence of stalled and parked vehicles, and lack of guidance for traffic circulation and management, resulting in serious traffic congestion at key entry and exit points especially during peak hours.
Moreover, the vulnerability and capacity assessment survey revealed that only 15.72% of the 2,500 households live below the poverty line. This, in spite of the community’s high unemployment rate at 56.1%. The survey also identified 38 persons with disabilities and 247 individuals suffering from severe illnesses who may need special attention in the event of a disaster. Many of the respondents (43%) believed that fire is the biggest risk that they face, followed by earthquake (20%), and floods (18%). In terms of earthquake impact, 30% claimed to have no idea while 33% expected injuries; 14%, house damage; and 10%, death. EMI is currently wrapping up its analysis of the survey results, which will be used for the visioning and goal-setting exercise planned in June. The Makati Redevelopment Planning project is scheduled to be completed by the end of December 2009. |
