As one of the key components of the 3CD Program in Metro Manila, a Training Needs Assessment (TNA) was conducted to map out the gaps in the knowledge and skills of land use planners and emergency managers on risk-sensitive land use planning and on city-level operational and organizational emergency management, respectively.
A series of data collection techniques were conducted such as document review, key informant meetings, and survey.
TNA ResultsThere are varied levels of proficiency on disaster risk management among planning professionals, and more so for emergency managers. The Project recommended that training programs be designed for different levels of proficiency (i.e., Basic, Intermediate, and Advanced Training/ToT), and delivered in succession.
Multi-media should likewise be considered for the content delivery (i.e. the use of lecture transcripts, powerpoint presentations, videos, illustrations, graphics, readings).
A training cirruculum on emergency management and risk-sensitive land use planning were developed based on the results of the TNA.
