Local authorities from across the world will gather in a roundtable discussion on urban risk reduction on 17 June 2009 in Geneva, Switzerland. Taking place on Day Two of the 2nd meeting of the Global Platform for Disaster Risk Reduction (GPDRR), the event is organized by the Partnership for Urban Risk Reduction (PURR). EMI is one of the five international organizations that constitute PURR along with the United Cities and Local Governments (UGLG), Metropolis, CityNet, and ICLEI Local Governments for Sustainability. Mr. Narayan Gopal Malego, Mayor of Kathmandu Metropolitan City in Kathmandu, will sit as the Chair of the roundtable while EMI’s Executive Director Dr. Fouad Bendimerad will serve as the moderator and rapporteur. Presenters and discussants will tackle a broad range of topics including changes in governance, legal and institutional arrangements for DRR; ways on how to engage local authorities, civil society, and private sector in DRR efforts; the potentials of a global campaign in promoting urban risk reduction, and the opportunities to take the HFA forward at the local level. This roundtable on urban risk reduction aims to highlight the crucial role of local governments in carrying out risk reduction measures at the field level, and to get more attention and support from the international community to further advance this cause.

EMI represented thePartnership for Urban Risk Reduction (PURR) in the recently concluded 3rd Asian Ministerial Conference in Disaster Risk Reduction (AMCDRR) held from December 2 to 4 at Kuala Lumpur, Malaysia. PURR isan ad-hoc coalition composed of EMI and four international local government organizations, namely, the United Cities and Local Government (UCLG), Metropolis, ICLEI, and CITYNET (Visit PURR webpage for more info).
On December 2, in a Special Session on Accelerating Progress in Implementing the Hyogo Framework for Action (HFA) in Asia and the Pacific, Atty. Seva talked about the progress, trends, and key challenges in implementing the Hyogo Framework for Action at the local level, citing PURR as an example. In her presentation, Atty. Seva reported the increasing trend in Urban DRM initiatives at the regional, national, and local levels, and highlighted the value of building partnerships among local governments across the region, and the importance of creating a global platform for advocating urban DRR.
Prior to the Conference, Atty. Seva participated in the ISDR Asia Partnership (IAP) Meeting on December 1 that tackled the increasing role of IAP as the Operational Arm of the Asian Regional Platform on Disaster Risk Reduction. In particular, the IAP partners discussedhow the partnership can assist and support the implementation of Asian Ministerial Conference Declarations in the region.
Atty. Seva also attended the 4th Meeting of the Asia Regional Task Force on Urban DRR (RTF-URR) on Decmber 1. As member of the ISDR-led initiative, she reported EMI’s projects and activities in the Asia-Pacific region.
Lastly, on December 4, Atty. Sevashared the soundpractices of Makati City in promoting climate change resiliency.This Technical Session was organized by the Global Facility for Disaster Reductionand Recovery (GFDRR). |

“Recalling the commitment of local authorities around the world to work to prevent and reduce disasters and to mobilise where needed in the face of humanitarian emergencies”
-Local Action for Disaster Reduction More than 300 mayors, regional and local authorities, and DRM practitioners from 50 countries reaffirmed their commitment to achieving the Hyogo Framework for Action (HFA) as they adopted the “Declaration on Local Action for Disaster Reduction” during the United Cities and Local Governments (UCLG) World Council last November 27-30 in Istanbul, Turkey. As they recognized good governance, local participation and strong collaboration with the State as key elements in reducing disaster risks at the local level, local governments expressed their commitment to: - Rely on the principles and recommendations of HFA to develop and implement local disaster risk reduction strategies;
- Initiate and strengthen awareness-raising campaigns to educate the populace and attain greater resilience;
- Devote particular attention to reducing the vulnerability of poor populations; and
- Enhance local governments’ participation in national, regional, and international disaster risk reduction platforms, particularly to the UN-ISDR Global Platform for disaster risk reduction
The draft declaration was prepared and presented by the Partnership for Urban Risk Reduction (PURR), an ad-hoc coalition composed of UCLG, Metropolis, Citynet, ICLEI and EMI, at the UCLG Executive Bureau meeting on July 10-11 in Quito, Ecuador.

EMI’s General Secretary Atty. Violeta Seva is invited to speak about the progress of local governments in reducing disaster risks during a Special Session of the 3rd Asian Ministerial Conference on Disaster Reduction (AMCDRR) on December 2-4, 2008 at Kuala Lumpur, Malaysia. Atty. Seva will share EMI’s efforts in bringing together cities across the world in a knowledge sharing and capacity building platform for local governments called Partnership for Urban Risk Reduction (PURR).
PURR is an adhoc coalition of local government organizations created to address the need for a global platform of local authorities and their partners to build and promote sustainable DRR strategy within the broader international context. Atty. Seva will join a panel of presenters from the ASEAN Environment and Disaster Management, South Asian Association for Regional Cooperation, SOPAC, and Red Cross Societies’ Inter-Ed Faculty of Clinical Research in Indonesia. They will draw recommendations on how to accelerate the implementation of Hyogo Framework based on the findings of the sub-regional and national reports of various stakeholders, including local governments. |

A “Declaration on Local Action for Disaster Reduction” is expected to be adopted by the United Cities and Local Governments (UCLG) World Council, which will hold a series of meetings from November 27 to 28 in Istanbul, Turkey. The draft declaration was prepared and presented by the Partnership for Urban Risk Reduction (PURR), an ad-hoc coalition composed of UCLG, Metropolis, Citynet, ICLEI and EMI, at the UCLG Executive Bureau meeting on July 10-11 in Quito, Ecuador. The UCLG World Council is composed of 324 representatives of local governments including city mayors and presidents of the national league of city and municipal mayors from across the world. UCLG aims to support international cooperation between cities and their associations, and facilitates programs, networks and partnerships in building the capacities of local governments.
